Code Enforcement
An 11-state case lifecycle from Open through Investigating, Notice Sent, Citation Issued, Hearing Scheduled, Fine Due, Abatement Ordered, Lien Filed, Court Referred, Resolved, and Closed. Citizens report violations through the portal with photos and location. Staff investigate and document with field inspection records. The system tracks fine ledgers with running balances (fines, penalties, payments, adjustments, abatement costs), detects repeat offenders (>2 violations in 12 months), and auto-generates lien numbers. Cases can escalate directly to Municipal Court.
Key Capabilities
- 11-state case workflow from complaint through resolution or court referral
- Citizen complaint intake via portal with photo and GIS location
- Fine ledger with running balance: fines, penalties, payments, abatement costs
- Repeat offender detection (>2 violations within 12-month window)
- Lien filing with auto-generated lien numbers (LIEN-YYYY-NNNN)
- Direct escalation to Municipal Court module for citation prosecution
Why this matters
Code enforcement is where a municipality's patience runs out. A chronic-nuisance property generates photos in the complaint inbox, notices the owner ignores, fines that never post, abatement invoices the public works crew absorbs, and eventually a lien no one can find when the property sells. MuniNow collapses that trail into a single case record with a running fine ledger and a status that everyone — the officer, the finance clerk, the city attorney, the resident who filed the complaint — reads off the same screen. Repeat-offender detection flags properties with more than two violations in a rolling 12-month window so the next notice can skip courtesy warnings. Abatement costs post to the property's AR balance automatically. Liens generate their own numbers (LIEN-YYYY-NNNN) and carry the full case metadata into the county recorder filing. And when enforcement stops working, the case escalates to the Court & Citations module with everything already documented.
